NYCASE Mission Statement

The New York Council of Special Education Administrators (NYCASE) is a professional organization that provides leadership and support to members by advocating on the shaping of policies and practices which impact the quality of special education services for students with disabilities. NYCASE will participate actively in the improvement of special education programs in the State of New York. 

Dear Members,

In an effort to support our membership NYCASE continues to post the most recent Federal and State updates to Special Education and Section 504 on our website. It is our desire that the NYCASE website be your single point of entry to access updates and resources without having to scroll through an endless sea of e-mails. We are also continuing to provide a series of free virtual professional development opportunities throughout the year. Please be sure to visit the "Member's Only" section for more information.

We are honored to recognize

Tara Moffet Esq. 

Partner at Girvin & Ferlazzo Law

Tara Moffett was selected for the Karen Norlander Award for Outstanding Legal Advocacy Award by the New York Council of Administrators of Special Education (NYCASE). She was among a select group of highly qualified, highly regarded and influential attornies from across New York State considered for this prestigious achievement award. She recently received the award in Syracuse, NY at the organization’s 24th Annual Summer Conference. Tara Moffett was honored with gratitude for her years of work in advocacy and education on behalf of individuals with disabilities. 

Tara Moffett is a Partner with the Girvin & Ferlazzo law firm in Albany N.Y. She concentrates her practice in the area of education law with a focus on special education issues working with over 70 school districts and BOCES throughout New York State. She is experienced in the field of special education, including Section 504 of the Rehabilitation Act and the Individuals with Disabilities Education Act. Her practice includes consultation, negotiation, mediation, litigation and appellate work in state administrative proceedings and Federal court. She is a frequent presenter on special education law and current issues affecting students with disabilities statewide. Ms. Moffett also provides guidance and training to school districts, attorneys, and others on general education matters such as confidentiality of student records, residency issues, bullying and discipline as well as policy development and day to day advice.

 Ms. Moffett is a board member for the New York State Association of School Attorneys and a member of NYCASE. She is on the Governing Board for the New York Special Education Task Force, and co-chair for the Capital District SETF; she is also a current member and former Chair of the New York State Bar Association’s Committee on Disability Rights, which published A Guide to the Use of Service Animals in NYS and produced multiple CLE programs under her leadership. She has served on numerous State Bar Task Forces, including School to Prison Pipeline and Treatment of Transgender Youth in Sports. She is a member of the Advisory Counsel for the Supported Decision-Making NY (SDMNY) and is Co-Editor and a chapter author of the NYSBA Disability Law and Practice Series- Book One- Special Education, Assistive Technology and Vocational Rehabilitation. Ms. Moffett's dedication to advocacy, professional leadership and service reflects a deep commitment not only to individuals with disabilities, but also to advancing the profession of special education at the regional and state levels.  

Ms. Moffett's work and perspective demonstrates the fundamental tenets of the New York Council of Administrators of Special Education organization.  We are proud to recognize her as an accomplished educational leader in the field.
