Special Education Administrator of the Year Award

Congratulations to the 2026 Recipient Dr. Rae Lynn Helman Special Education and Student Services Director at LeRoy Central School District.

Dr. Helman will Receive her Award at the 2026 Annual Conference July 13-15th in Syracuse NY

 Information about the award:

The NYCASE Special Education Administrator award is presented annually to recognize an individual who excels in the service of special education, demonstrates solid leadership skills and advocates for the needs of students with disabilities.  The selection process is the responsibility off the NYCASE Membership Committee. Criteria include:

  • Outstanding leadership across disciplines for the benefit of students with disabilities and special education staff
  • A vision for special education that promotes opportunities for all students
  • Staff development that promotes current best practices in instruction and support services
  • Collaborative partnership with administrative colleagues
  • Commitment to and awareness of the needs of students, parents and the community
  • Outstanding contributions beyond those expected/required

In addition to these professional qualities, the candidate must

  • Be a current member of NYCASE (new members given equal consideration)
  • Be a current administrator with demonstrated leadership and accomplishment in the field of Special Education
  • The award recipient must attend the NYCASE Summer Institute scheduled July 13-15, 2026 at the Marriott Downtown Hotel in Syracuse N.Y. for recognition

 

Friend of Special Education Award 

Congratulations to the 2026 Recipient Dr. Lynn Allen Deputy Superintendent Putnam Northern Westchester BOCES. 
Dr. Allen will Receive her Award at the 2026 Annual Conference
July 13-15th in Syracuse NY

Information about the award:

The "Friend of Special Education" Award is given to recognize the lifetime achievement of an individual who has advocated for the needs of students with disabilities and their families by influencing the development of policy or legislation. The award recipient selection process is the responsibility of the NYCASE Co-Presidents. 

 

The Karen Norlander Award for Outstanding Legal Advocacy

 

Congratulations to the 2026 Award Recipient Tara Moffett Esq.  
Ms. Moffett who will receive her award at the NYCASE Annual Conference July 13-15th in Syracuse NY. 

Information about the award:

The award was established to honor Karen Norlander's legacy and is to be given annually to an attorney to recognize the lifetime achievement of an individual who has advocated for the needs of students with disabilities and their families by influencing the development of legal procedures, policy or legislation. This recognition honors the accomplishments, leadership and tireless advocacy of an individual on behalf of individuals with disabilities. This award recipient process is the responsibility of the NYCASE Board.
